Ability to copy games and refund money
I wanted to check if it is possible to copy games, I copied the game to another disk and deleted the steam_appid.txt file, I refunded the money and now everything is ok, but the game can be run, this problem was tested on two games and it works
Solution options:
save the keys not with the game folder (if I'm not mistaken, this is the steam_api64.dll file) but in a separate folder in which access will be blocked when steam is loaded and after returning the money, etc., the key in the closed folder disappears

What game? Not all games employ DRM.

Also if the refund is still in process you might still have access to the license.

At any rate it's not clear from your post precisely how thorough you were, lots of details omitted and ambiguities introduced.

The refund was already made 6 hours ago, I will not disclose the name of the games (only to official consultants)

Some games do not have any drms. That's why you can open it even if you refund. Mostly games that are also sold in Gog drm-free in steam too. There aren't much games like this though mostly retro games.

That just means the games didn't use Steam DRM. Steam knows this because it isn't a requirement. The devs know this because those chose not to use it.

Doing too many refunds will cause your account to be blocked from refunding a game.

If a game requires Steam to launch, it won't launch if you don't own it on Steam. If it doesn't require Steam, it won't matter.

Valve and game devs/pubs already know about DRM free games and refunds.

Doing this repeatedly will result in actions taken against your account.

This is not something you need to report on Valve's HackerOne.
