Please allow me to gift friend across the globe.
I can;t gift toe my friend using my friend local price.
I get the whole cheaper gift to others will result self gift.
But why I can't gift using my friend local price, just doesn't make sense./

Steam must sell you the product at the price shown otherwise they would be breaking the law. You can send a wallet gift so your friend can purchase the game at their price.

Because there is such a thing as bait&switch laws which explicitly forbid changing the price on checkout.

Because you don't live there. There, the price is different than it is for you. They can't charge you a different price.

Imagine if they could get away with it. You go to buy a game at $50 and before you hit Purchase, they up it to $80 because they feel like you should pay what someone else might in another country. Or other "reasons".

Your price is whatever. That's what you are meant to pay. Blame the region hoppers for the 10% restriction on gifts.
