If anything, Steam moderation isn't strict enough on off-topic garbage.
Regardless, Steam would have to moderate it anyway. They legally can't allow you to post whatever you want.

OP Can have the experience by himself. Start a Steam group and let people freely join and start discussing stuff no rules, no moderation.
Even hellholes like those have moderation.

All these unmoderated places ultimately become a channel to boost and propagate hate speech.
The recent removal of the rule against posting political en religious stuff shows in OT that your suggestion should be a "no".
If you really need that kind of forum, use google, there is a ton of dumpster-fire forums out there.
I'd argue that moderation is being abused; if you want "off-topic garbage" censored, just block the poster. Takes 2 seconds. Also, can't have "off-topic garbage" to begin with if there's a sub forum in place specifically for free speech.
Obviously you can't post illegal content. Not sure if you read the post; "while you are free to say whatever you'd like, that means you're also responsible for whatever you say!... So don't be an idiot!"
Harassment and hatespeech and so on.
It's a horrible idea.
