Have used it myself to reset some achievements I didn't (yet) want to have, such as for a game that bestowed one upon me for just having started it once: throws off my method of using achievements to keep track of what I did and did not (yet) play.
Sure, would be nice to be able to do this via the Steam client natively, but the issue may be the first sentence above, i.e., Steam wanting/needing to "do it right" if it were to do it at all, yet this not being very possible or easy as to shown statistics.
Hope anyways that the SAM tip helps any...
Valve can do so for their own games, period. They have a "reset" function in TF2 even.
But if Valve did not make the game, they can't offer deletion on behalf of the Steamworks partner.
So far it seems like they do not.
Yes, said pretending may be an issue if the Steam client were to do so itself I guess, and disappearing achievements may not be something an(y) individual developer wants to see possible.
Oh well.
Mimimi has a reset achievements option for their games in the menu.
