Nothing you can do about it since Steam doesn't get the info needed to do what you want, nor would they want to as its problematic and breaks things for many games and opens up the doors for abuse.
Well in order to do that you'll have to give Valve a high visibility into your system. I don't think Valve wants that kind of visibility and I don't think most users will think the trade off is worth it.
Whatever your reasons of knowing exact gameplay time, it's not that important for a high amount of precision. And presumably most of the time in a particular game is active play time. And if your idle time is skewing the numbers that much you'll have to change your behavior if it's important to you. Pretty easy to exit a game most people would argue.
I do wish it would not count launchers though. That seems like something, while they can not now, could figure out when you are at a launcher vs a game.
