How would that work when only things Steam sees is when you start the program and shut it down? It can't see anything you're doing in the program.
Why are those two cases analogous? How does one discern menu inputs from others?
They cannot. They can represent a specific input, they can't tell that you are pressing keys in a menu vs in a game. They can't even tell if you have a menu open or the game paused.
All they see from the game's end is the exe is running. They get no other input about what is happening in the game.
If one wants to go by focus, keep in mind many games can run in borderless window mode, and continue to play when the window is out of focus.
If so, August 28th is was a month ago.
Input isn't a reliable way to check playtime.
