Legacy Launcher for Windows XP, Vista, 7, 8, 8.1
I request Valve to make a little legacy launcher, maybe completely different from Steam platform, but owned by Valve, so we can bring our purchased game's licences there, install the games we already own and continue playing them.

This is to assure user's access to their games no matter on what hardware they own or regardless of their financial status which shouldn't be dictated by the platform/store.

There's no reason why there can't be a soft-disconnected Steam that keeps all Library functionality and ignores literally everything else not essentially to just running a game.
would you want to manage software for different oses that no one uses anymore? for little to no profit? too much work for too little target audience

Could solve that by open-sourcing it.
Could solve a lot of beef people have with various parts of the Steam client by offering documented, standardized API endpoints for everything from login to fetching licenses; to downloading installation files and patches.
And then let the community use that to build their own launchers.

Security risk? No. Security through obscurity isn't security, after all.

valve stated they are never making steam open source as that defeats the purpose of steam (piracy, game theft, ppl would mod the client to get free games)

All the funny code is on Steam's backend, not in the client. An open API (something we community mods once suggested) doesn't mean people get to add games to their libraries for free.
