Buddy, u forgot to mention how it would be abused, we already have custom profile pics :p, it makes no difference if it has 1 or 30 frames on it, ppl would use the feature as its used rn, except one is animated and the other isnt
Because it takes far longer to see if an animated image breaks the rules vs a static non-changing image.
Who ever is seeing if it breaks the rules, has to literally sit there and stare at it for the entire time to make sure not to miss anything.
With a static image it takes a second to see if it breaks the rules, with an animated one if its 10 seconds long, thats 10 times longer to check. If its 15 seconds its 15 times longer, if its 20 seconds its 20 times longer.
Now for one individual account thats not much time. But add up the potential time 30 million unique accounts daily would take. Add up how much 140 million unique accounts a month would take. Add up how much more than 1 billion accounts would take.
And they would have to do that every single time someone changed the image, or it was reported.
That doesn't take into account copyrighted images which at any point someone who owns the copyright could come and report it.
If they allowed for something like this, it should be at least a minimum of 100,000 points. It doesn't go live till an actual human looks at it. If it breaks the rules or copyright you lose the 100,000 points and can no longer submit custom avatars in any form (static or animated), ability to upload art is removed, because if you break the rules for avatar you will break the rules for other stuff too. No giving out or even receiving awards. And if I had my way you'd no longer be able to gain any points at all.
Basically I'd make breaking the rules for this very painful as a warning to people to not even bother testing if they can get away with it or not. Because we know there will be people who will try to slip in even 1 single frame of something that breaks the rules. How do I know this? Decades on the internet, a bunch of it dealing with idiots trying to sneak stuff past the moderators and admins because they thought they were much smarter than the mods and admins. They quickly learned their lesson with bans from the forums.
i dont want to take you to a dark place but if you were able to see some of the stuff people used to upload....... and that was just content, avatars are forced upon you.. i can see your avatar i dont have to go to your artwork section or anything..
You can always talk to indie devs and suggest them to upload something to the point shop. Some are very accessible, friendly guys.

Right now people don't really upload a picture that's inappropriate (breaking the rules) but if someone does then it's easily spotted and can be reported. Doing so with custom .gifs is significantly harder.
