Steam card refund vulnerability

Steam refund vulnerability: first use any Steam supported bank card, buy the currency in the game, and then apply for a refund, transfer the currency out within ten minutes (the account will be red letter after ten minutes) and then sell the currency to the player to make a profit (this method only supports US accounts, pay US dollars to refund). Hope it can be fixed as soon as possible, now every game released, less than a week no one plays, all some brush currency.
