Creating steam friend "Groups" for my own use

The current "Group" feature requires your friends to join and it kinda creates a formal group with global check to see if a group name is in use.

What I would REALLY like is to have a grouping feature that I can just use to help me group together friends... but only visible to me. Like creating a mailing list.

I'd like to do things like add some of my steam friends to a "Friends & Family" group, so I know at a glance who is a family or close personal friend, and maybe be able to filter on those and send a group message to them.

I'd also like to be able to put some friends in specific groupings for games that I like. So I might add 3-5 to a "Stormworks" group so I can quickly see which of my friends fit that category.

The group names would be similar to the game category filters that I can apply, so no global check to see if a group name is in use. ...and these are groupings for my own use, so no requirement to ask people to join your group, you just add/edit/delete at your own discretion.

If I could use this to create groups of users that are also NOT on my current friends list, that would also be very helpful!

Now, if this feature already exists in one form or another, by all means... Please let me know!

Click the down arrow next to the name of any friend in your friends list, hover over Manage and choose Categorize.

The Steam UI is very aggravating to me... If you go into the section that is labeled "Manage Friends" there is no drop down arrow. Which friend listing gives you the drop down arrow option to use "Categorize"?

Not the friends page.

The friends list window when you click on Friends & Chat in the bottom right corner of the client.

I'm still a little more than annoyed that you can't get to this functionality via the "Friends" page. ...particularly by clicking "Manage Friends"

It suggests there is no such feature! ...it's buried in this little chat window.
