Romania is a member of the EU and the EU disallows geo-fenced price discrimination within its internal market. The EU actually took 5 major publishers who were guilty of the practice and Valve, who facilitated them, to court over this some time ago.
The only legal way prices in Romania can be lowered is to lower prices across the entire EU. And that simply will not happen.

Romania has its own currency. They could have their own prices (different than prices in Euro) If Steam supported the Romanian Leu.
