Or only show up in their region since I don't want to see a game that is strictly Russian being advertised to me or I won't understand it.
But I don't think they would call it Russian festival or Ukraine festival or then people would want English festival, a French festival and so on.
I don't think everyone sees the same games being advertised during events anyways.

They're calling it a "Ukrainian games" festival not because the games have Ukrainian language support (although they do) but because the developers are Ukrainian. So I don't think there is any issue with calling it as such.
Also, the Steam store usually does try to filter out games which are not available in your language or will at least warn you on the game's page that it is not available in your language.
There is few from Russia on steam but not release yet. I have one on my wishlist doesn't support English audio but has English subtitles.
Paradox of hope is one as well.
