I remember people claiming wanting to refund games because they spent more time customizing their char rather than playing the game.
I have some games that are just sitting in my library, such as Sacrifice, that won't run no matter what I do.
The blame is completely on me, while I did research the matter and found out that it did run on modern systems it didn't work on my system.
My mistake was spending more than 2 hours troubleshooting it, so I ate the loss because I should have been more diligent in my time management.
Plus old games are always a risk, so buyer beware.
PcGamingWiki and guides on the game hub can help you with that.
You have 2 hours, if you can't get in running before you pass 2 hours stop trying and just refund it.
Though if a person keeps "trying" for over 2 hours, they're a fool. I won't even do 1 hour of troubleshooting to get a game working, if it doesn't it gets refunded, simple.
To clarify which game the OP is referring to:

Refund policies - Take your pick.
1) Steam - Within two weeks of purchase and with less than two hours of playtime
2) Epic - Games and products are eligible for refund within 14 days of purchase. However, you must have less than 2 hours of runtime on record.
3) EA Play - Whichever comes first.
a) Within 24 hours after you first launch the game.
b) Within 14 days from the day you bought it, if you have not launched the game.
c) Within 14 days from the release date if you pre-ordered the game, if you haven't launched it yet.
4) Ubisoft - You can request a refund for a digital order within 14 days of your purchase, as long as the content has not been launched.
5) Blizzard - The game is newly purchased within the last 3 days. You haven't started the game; if the game has been played at all it won't qualify for a refund.
6) GOG - starting now, you can get a full refund up to 30 days after purchasing a product, even if you downloaded, launched, and played it. That's it. (Open to abuse, they monitor for abuse as do all PC stores).

The thing is you will have to prove the game is indeed broken in a way that prevents progress or severely impacts the intended gameplay loop and progression.
Translation. The iossue should be replicable by anyone else playing the game. And there you might see why it's not easty to get one.
It is not about game itself. It is your overall system that prevents it working properly.
And refunds over two hours / two weeks needs a manual ticket.
It is case by case situation.
My point was just that if game runs even on Linux it runs also on Windows. Old and new.
How long it takes to tweak is another story.
Well wteaking old games is a long standing tradition of OC games. Remember the days of jughgling you High, Upper, and conventional memory to get a game to run? Good times

As per the store page the game features:
Single-player
Shared/Split Screen PvP
Steam Cloud
Remote Play Together
The game isn't broke, you simply do not understand that it does not have online multiplayer.
"Create custom single or multiplayer campaigns featuring virtually any Star Wars units and settings with the Scenario Editor."
