Ask for the install options from dev/pyubs. Valve just follows the install procedures that the dev/pubs set up.
If the developers set it up that way then it works exactly like you suggest, you download the base game, and then can choose to download the higher res assets.
However steam can't control that and the developers have to set it up that way if they want to take advantage of it. Many games don't have different packs and just have one set and use compression or upscaling.
