Reduce bandwith waste by defaulting to non-4K download for vast majority of people

According to this, only 1.78% users have 4K. Many of them probably use some form of upscaling and still don't use 4K stuff.

According to this, 4K stuff takes up over half of some games.

Considering that about 98% of Steam users don't use 4K, it should be possible to download without 4K stuff and it should be the default. Considering the strained economic situation for many people in the world and that GPU prices continue to be unreasonably high, it will probably remain this way for a while.

Steam should reach out to publishers and developers to take this situation into account.

Some possible solutions:
* normal non-4K edition of the game and a 4K edition; the user can choose to download whichever
* one edition of the game without 4K stuff and a free 4K expansion/DLC (some games alredy do this?)
* one edition of the game; 4K toggle in the download dialog (similar to Diablo 4 article)

That depends on how the devs set things up.
Ask for the install options from dev/pyubs. Valve just follows the install procedures that the dev/pubs set up.

Many games have optional 4k texture packs already such as https://store.steampowered.com/app/540810/Fallout_4__High_Resolution_Texture_Pack/

If the developers set it up that way then it works exactly like you suggest, you download the base game, and then can choose to download the higher res assets.

However steam can't control that and the developers have to set it up that way if they want to take advantage of it. Many games don't have different packs and just have one set and use compression or upscaling.
