When the requirements are text inputs on the store page, that can be misleading.

A couple examples...

MINIMUM:
OS: Windows 10
Processor: i7
Memory: 4 GB RAM
Graphics: GeForce 900 Series
Storage: 666 MB available space
Sound Card: Yes
Additional Notes: ༼つ ◕_◕ ༽つ

RECOMMENDED:
OS: Windows 10
Processor: i9
Memory: 8 GB RAM
Storage: 666 MB available space
Sound Card: Yes
Additional Notes: ༼つ ◕_◕ ༽つ

MINIMUM:
OS: Windows 7, 8, or 10
Processor: the metal part of a toaster when its being heated
Memory: 2 GB RAM
Graphics: the thing that heats the metal part of the toaster
DirectX: Version 9.0
Storage: 150 MB available space
Sound Card: something that makes noise

RECOMMENDED:
OS: Windows 7, 8, or 10
Processor: Post 2010 CPU
Memory: 4 GB RAM
Graphics: DirectX 9 compatible card - anything post 2010 is probably fine
DirectX: Version 9.0
Storage: 150 MB available space
Sound Card: something that makes pretty noises

That still doesn't cover liability for Valve.

Yes, but it can make easier to purchase games. Isn't it?

my system is low, for GPU, most of games equates it gtx. But my GPU is intel UHD 620 & MX150. How can I know, can my GPU run a game, that min system requirement is GTX 680 (for example).

My other specs: Intel core i7-8550U, 16GB RAM

GTX 650 and Radeon 5850 is what some give as being the desktop equivalent. Regardless, always research before you buy. The slowest part in a system can also severely reduce the overall performance capability of the whole such as lo RAM, slow disk or low disk space remaining. Thus, such systems without the experience & knowledge is nothing more than guesswork - and they likely do not want "but you said it could" in every refund request, which costs money.

It sounds like you don't quite know your specs.
Try this:
Steam's main window
Help menu
"System Information"
Copy/paste
Most likely we don't need all of it so read through it before blindly pasting it here(not that it will do any harm, but some of the extra info probably isn't relevant.)
