Its far quicker to just look at a static images to see if it breaks the rules then it would be to sit there staring at an animated image to see if even one frame breaks the rules.
Steam support is already slow enough removing stuff that breaks the rules, we don't need to make them 10 to 30 times slower.
If Valve were ever to make something like this, they need to put something into Steam to turn off ALL animations and have it off by default.
It's way too much of a hassle to implement something like this. People can sneak in inappropriate images for a fraction of a frame, so each of those uploads would have to be manually verified to see if it follows the guidelines and whatnot.
Right now people don't really upload a picture that's inappropriate (breaking the rules) but if someone does then it's easily spotted and can be reported. Doing so with custom .gifs is significantly harder.
