Basic recording functionality
I have a Nintendo Switch, so I am used to long pressing the capture button to save the last 30 of gameplay. It's very convenient, because if there's something in the game I wish to record, like something cool happening, I can simply save the footage.

So, my idea is to have a similar system implemented in Steam. The player can choose the recording buffer length in seconds from the settings, and the action "save clip" in the controller configuration will save the recorded footage.

About recording through the graphics card: It would work only if I wanted to just record, and didn't care about my controller bindings. What I am suggesting is the ability to bind recording to the controller as an action, and I don't think this could be done (at least not simply) with the graphics card software, as Steam grabs the controller input (and has extremely good controller configuration).

No need for Valve to build it into Steam. If you have an Nvidia or AMD video card the software already comes with their drivers. AMD is Relive, and Nvidia is Shadowplay.

Not sure if Intel has any yet for their video cards.

If you are playing video games then you have a GPU. If you have a GPU then these days the drivers comes bundled with a bunch of crap including recording last 30 seconds to even 5 minutes or whatever you want. Since they want everyone on their program thing that autoupdates and all.

ShadowPlay for NVIDIA
AMD has its own software as well.
OBS allows you to start/stop record with keystrokes including a keystroke to save the replay buffer (with the amount of time you selected in seconds), but you must enable the replay buffer first.

Steam is not an "Everything app", nor does it need to be. There are many apps that specialize in things people want, they should be used since those parties specialize in those kinds of software. Use the GPU recording software or OBS.

Most free recording software can have a buffer including to save the buffer when given hotkeys. If your controller is recognized as an input, or the controllers software can make the controller input assign KB commands to the controller, making such a command most likely possible with said hotkey.

Use what already exists and excels at what it does. This is not an "Everything app".
