Valve tried mobile payments in the past and they actually lost money on it due to massive fees and chargebacks even months after the payment was made.

Noooo. Forget it. It's not money. You paid to convert your money into google dollars, and Google isn't going to let you use their store credit on other services. And other services aren't going to accept Google's store credit either.
Just like you can't use left over Steam Wallet funds outside of Steam, regardless if it's tied to your account or just floating on an unused giftcard.
Gift cards of any type are not money, and are not transferable to other stores. Don't hold your breath on that changing. The reality is gift cards are in a lot of ways just free money for businesses. At this point Americans alone have spent billions on unused giftcard balances over the last few decades, that is money the business got and never had to redeem anything for. it. Free money, that consumers wasted on a stupid idea? Businesses are not going to do anything to upset that gravy train...
I personally avoid gift cards, it's always been an obvious hustle to me. Get a credit card and pay as you go. If you want to give someone money, just give them money, not a less useful facsimile tied to a specific store.
