I highly doubt Valve will even consider such a thing.
So a lot of work with only disadvantages..........

.... you can sell your 2nd hand hardware basically everywhere for cents to the dollar, but that is something very different than an official Steam hardware trade-in in program :-/
When you consider paying for shipping, and any offset a company assigns to such a program, you're likely better off just selling as 2nd hand instead then buying the new item.
Especially the further away you are, or if you're in another country the cost for shipping alone would be quite extreme, Sometimes 2nd hand sales of a device is better so you spend less to get the same item all is said & done.
