Try posting a review in parts, and then editing it to full length.
What exactly does it say when you try to post the review, does it even have a choice to leave a review for a product, maybe the game is no longer available but still has the page.

games for example Doom 2016, Rocksmith 2014, Saints Row 4 every publisher has disabled reviews (any games Unisoft, Ea games, Bethesda and more....)
Framing yourself solely as a customer and ignoring all the other issues might sound good to you, but it doesn't align with reality I'm afraid. And citizens often bear the burden and consequences of decisions made by their state. That's not a new thing either.
In your opinions purchases before sanctions should be a loophole you can exploit, but it's not, and that doesn't seem to be a mistake according to the decision makers.
Lots of things that happen won't help the situation in anyway, but they will happen nonetheless. And that's also nothing new. And individuals can't just ignore their nationality and the burdens it may carry whenever it's inconvenient.
Like I know you're just a guy and what your government doing is way out of your control. I don't have an ax to grind against you. I'm just stating the cold hard truth that states make decisions and civilians pay the consequences. That's been the name of the game for as long as there's been civilization.
Your situation won't last forever. But how long really depends on your leaders and their decisions.
You'll have to wait til the war is over and sanctions at one point get lifted, which likely means that developers/publishers slowly will start selling in your region again.

You can still play the games, be thankful that is allowed unless sanctions tighten further.

my opinion is better to remove such games from our libraries if you can not write reviews and open the product page

Well it's not like Russia has been the biggest cash cow for them. Relatively low population, and relatively low value currency. You may be inflating your importance to international businesses a bit friend.
And the war with Ukraine may not do a lot to help your economy long term, and that's not going to help your apology bargaining.
You are misplacing your anger. The source of the conflict is to blame, and is the only one that can end the matter.

Developers are free to remove their products from a region if they wish, and a good amount have. The resolution is to end the conflict favorably, else Developers/Publishers may sell, or not sell, in any region they desire. Those parties ultimately determine where a product is sold through the Steam Store. Valve will never override such decisions unless they are forced to through harsher sanctions etc.
What is it you want to review so badly & is it about the game or due to being removed/sanctioned?
