Many users have no need or want for something like that.
Yet many users have asked for Steam Roulette native tool for years. What we got is insultingly useless.
Open a chat box with any friend.
Use the slash random chat command.
Launch game of that number.
If the argument is that is too much work then think about the work to put a feature that wont be popular at all using paid employee time. It's not worth it.

(Suggests random game) - Blech, that's garbage.
(Suggests random game) - Meh, I was going to wait for the remake of that one.
(Suggests random game) - That one's more fun with my arcade stick, but do i really want to get it out of the closet?
Etc, etc, etc.
The funny thing is it already exists in some form. They tried to implement it, then stopped not even halfway, and we got that abomination of a shelf. Maybe the employee got bored in the process of making it, or something. It's Valve, who knows.
Using a "Random" number generator might work if not for my library being divided and subdivided into over 70 different categories (genre, developer, etc).

Put your Steam ID profile (games list must be public) and it will calculate your account value. Then scroll down below and there's a box called "What about a random game?" If you don't like the suggestion, click on "I don't want to play this" on the box.
I remember the old Spring Cleaning events that had a similar randomizer which turned into the Play Next shelf. It was called the Spin Cycle...
