do not allow refunding after a review, price to pay to review would be price to own the game.
rate and store users reviews excessive reviews and refunding by a user account should automatically disable the users purchasing and refunding on the account.
this would eliminate fraud accounts from participaing in reviews malciously and would infact promote steams user growth because those fraud accounts would be forever locked unable to purchase on the platform. so users of the accounts would have to creat new accounts to continue manipulating the review system.
we can't allow developers to delete content but we can force those leaving review content to be held accountable for there actions and words.

Don't get your hopes up on making any sense out of it.
You're basically saying punish the consumer, if they want to share their negative experience.

Means nothing and can just be achieved by going afk.
Basically gonna give the bad developers a massive safety net for releasing the worst products ever.
Other sites lets you review a product when issued a refund.
You can't abuse the refund system currently because too many refunds will trigger a warning.
This is also most likely not an issue. You'd need several thousand people to make a difference.

Steam is also growing as we speak. It's quite literally the biggest digital game store on this planet.
Exactly i abandoned all hope, there is no making any sense out of steams review system promoting extremely bad redundant games, or its low forum activity vs the delcared high active user count they say they have.
sometimes i think steam is just playing a joke on all of us to see what we will believe and how far they can get away with it.
Forums ≠ Games
It's that simple.
What's there to makes sense of? Most Steam users don't use the forums.
Ask yourself where does it stop? we have all seen developers blame their failures on others like "MAH RACISM" "toxic community" or just strait up lie. There are plenty of samples to choose from as most are aware so there should be no need to extend this post with lists.
You can dress this up as an annoyance of yours but the big picture is far worse then an "annoyance" it is the dilution of accurate opinion with the intent to mislead. You may have pure intentions but others do not.
Developers already artificially alter their reviews through the use of fake reviews and paid reviews (Amazon Games and Snail Games). So now you want them to have the ability to remove the opinions of those that do not like their product?
