If Steam won't make use of the entire Wiimote even after those drivers are installed (at your own risk) then consider trying mapping with JoyToKey instead.
As for whether it'll work on the Steam Deck I have no idea. The problem is that it is a bit of a special use-case to be using Wii peripherals, unless it is for accessibility purposes obviously.
I've had partial success in getting the Wii Remote (technically a Wii Remote Plus with Nunchuck) to work in Steam and in Big Picture mode. I used the Mayflash Dolphinbar (W010 V.09 firmware). The wiimote mouse is working, though seems to have a bit of a deadzone/sticking problem at least in the Steam interface

1) IMPORTANT NOTE: The Mayflash Dolphinbar must be Mode 3 (Game controller mode). The Dolpinbar will then make the wiimote's inputs appear that of a generic game controller detectable by Steam (If the Dolphinbar is in Mode 4, Steam will only pick up that the wiimote is connected, but will not process inputs. Modes 1-2 are multimedia/keyboard&mouse input modes and far less usable as inputs).
You MUST set your Dolphinbar to MODE 3 for the following to work
2) If the Dolphinbar is in mode 3, a set of four wiimote controllers will appear in Steam > Settings > Controller, and a setup controller button will appear for them. I selected the first controller, and pressed setup. This allows various wiimote button inputs to be configured, mapping them to a standard xbox controller.
3) However, the mapping will fail for RIGHT ANALOG (wiimote IR/mouse control). Indeed the mouse movements are likely to interfere with setting other buttons in the configuration (try to point the wiimote away from the sensorbar during contiguration). Nevertheless proceed with configuration so that an entry for the wiimote is created in the config.vdf file (for me this was located in "C:\Program Files (x86)\Steam\config\config.vdf")
4) To get the wiimote mouse inputs to work, exit steam completely and open the config.vdf file for editing. Search for wiimote and you should see an entry in the "SDL_GamepadBind"" section. Here the rightx and righty axes are likely to be wrong. I needed to edit the entry for my Wiimote to the following (please excuse the overall button inputs/mapping, the rightx and righty inputs here are probably all you actually need or want changed)

(Beware are you will probably also need to keep a final doublequote to the line (e.g. steam:2," ))
5) Save config.vdf and restart Steam. In Steam > Settings > Controllers > Test Device Inputs > Begin Test , you should now now see the wiimote IR mouse inputs being mapped correctly to the right analog stick.
6) To enable the wiimote on the Steam Desktop, in the Controllers menu, go down to "Non Game Controller Layouts > Desktop > Edit > Edit Layout" and change the Right analog stick behavior to "Mouse Region". In additon in the further settings of Mouse Region, you might want to disable "Return Cursor on Deactivation".
The wiimote should now act as a mouse in the Steam Desktop mode. You may need to disable the "Turn off controllers when exiting Big Picture Mode" setting if enabled.
Changing this right analog behaviour in "Guide Button Chord Layout" also seems to enable the same mouse behaviour in Big Picture mode, but the "Home / Steam Guide" button may need to be held to enable it.
7) The mouse behaviour on the Desktop is "sticky", especially close to the center of the screen. I thought this might have something to do with deadzone settings, but these are disabled in "Calibration and Advanced Settings" if the +rightx: +a2, etc axis options are selected. It is possible to edit the deadzone settings for the wiimote in its preferences .vdf file (for me this was in in C:\Program Files (x86)\Steam\steamapps\common\Steam Controller Configs\xxxxxxxxxx\config\preferences_79-1803-7aeb9ee.vdf). You can search the vdf files for the wiimote controllers name to find the right one.
However, in spite of setting the deadzone to zero, I still encountered the "sticky" behaviour in the Steam interfaces.
8) I have not yet gotten around to actually testing the wiimote controller inputs with actual games yet. But hopefully this is a step forward for everyone. My Steam-fu is actually pretty weak so I'm not sure what other settings would be best to really make the wiimote usable/natural inside Steam.
