Sending a digital gift card does not error out about regional price differences. There can be other limitations but it's definitely not the "same thing".
If they gave an option to pay what the recipient would pay, then everyone is going to chose the cheapest regions. That's an ignorant suggestion. People will always choose a cheaper option and making the option available would mean people are going to abuse it.
Aside from that, they can't charge you a different price than they have advertised to you. If you want that to change, start lobbying your local politicians to change the laws that limit bait and switch pricing. I'm sure retailers would LOVE the opportunity to charge you more than you should pay.
