All other web stores let you purchase multiple items without having to declare why you bought each item.
It's fine, Steam had their chance, they don't want my money. I'll just ignore the friends wishlist feature then until they make step 3 happen. -_-
A suggestion is to put the form if some knob wants to buy !drops and if it's a real user trying to buy 4 games for 4 of his real friends on Steam they could just put the checkboxes and take the money. That would be sane, and also something a real business would do.
Epic Games, Ubisoft, EA, GoG, Battle.net ?
I honestly don't know because I don't gift on them.
Well all I know is I want to buy these 4 wishlisted games for 4 of my friends, and I have a long list of checkboxes of which I can only select 1 (so technically it should be a radio button list), after which I have to fill out a form 4 times.
Cooldown is probably for big streamers/tubers who buy their success with money they already have to become big in the first place. They are few, why is 1 at a time the default?
Just forbid spamming gifts to cheese !drops loyalty only, and the problem is solved. How is this not obvious?

The only part of the checkout process that is different is clicking "Purchase as a gift", you select who gets the gift, you fill out a gift note (if you want, just fill in junk, it doesn't have to be exact), and then the rest of the process is the same.
You want to be upset about having to gift each person separately, fine. Just stop embellishing for the sake of drama.
Obviously if I fill out a form that I know is going to be sent to my friends, I won't fill in "asdf asdf asdf".
Steam is the one making it hard for me to gift 1 game to 4 friends. -_-
Sometimes UX is dumb, and it takes someone to state the obvious to make it normal.
Click Gift to a friend, click a few checkboxes, pay. Now wasn't that easy? :)

No. Steam didn't think this through, and I'm offering the UX for the existing UI to make it much easier.
To counter spam gifters, just forbid it outright and you prevent big guys from buying bigger bigdom. This is my kind way of interpreting the form as that, and not as lack of TLC on Steam's part.
For those who want personal messages for each recipient, put a checkbox for that. Nobody wants that, just as you suggest by filling in the forms with nonsense, so it should be unchecked by default.
