So. Why should Valve and the publisher allow the sale of used games when it costs them money they would get if they sell the games full price instead.
No to mention games being sold after an account hijack.
If you had used the search feature you would have seen that no its not just you that has suggested this bad idea.
Yes there are problems with selling games on disc seeing as how developers have been trying to kill off the secondary market for a long time. Also discs degrade over time, digital only games do not degrade over time. There is only so many discs out there in the wild where as digital only games are an unlimited number forever.
You do know that developers and what ever platform the discs are being sold for see zero money from the used discs that are being sold right?
Why would the developers and Steam want to less then selling the game new to someone?
Right now, the developers make 70% of what ever they are selling it for, lets say $70 bucks. So they make $49 dollars. Valve makes 30% of that $70 bucks, so $21 dollars.
So since you are selling a "used" game you would not be able to sell it for 70 bucks, at best you get 50% for it. So $35 bucks.
Explain to the Developers and to Steam why they should accept anything less then 70% and 30%.... What do they get out of selling a game that doesn't degrade, that there is unlimited numbers of for less than 70 bucks that they are getting for the game?
Again you are asking the developer and steam to take less money they are already getting so that you can also get a cut...
How much of that $35 dollars should you get? Whos pocket does it come out of? If the game is still selling for $70 dollars, why should they accept anything less then $49 and $21 dollars? If the Developer has put it on sale for anything less than $70 dollars, why should they both accept anything less than 70% and 30%?

It sounds like a nice idea, but it would be exploited to the point where it would lose Valve and the studios WAAAAAY more money than it's worth.
They will get 100% of their portion of the sales by not allowing you to cut into their profits.

Opening a user market, with zero friction for instant, worldwide game transfer and a supply pool of (hundreds? Thousands of? )millions of game licenses is pretty much a nightmare scenario for most game developers.
Imagine the reaction of filmakers and the movie industry if theaters allowed users to resell their movie tickets after watching the movie.
