Report a translation problem
I think one issue might be that it's easier to sneak in rule-breaking material if it's cleverly hidden in an animation. I don't see Valve allowing people that kind of freedom.
Doubt it will ever happen, but if Valve does it, it should be at least 50,000 points and an actual humans must look it over before it goes live. If you change the avatar, you have to pay another 50,000 points again.
If it breaks the rules, you lose the 50,000 points and you get banned from ever uploading one ever again.
Hopefully they never do this, but I also had hope that they wouldn't have animated backgrounds and other profile stuff.
The problem there is that Steam has so many users and many would upload an animated PFP that it would be unrealistic for Steam to keep up with all the incoming requests.
Don't hold your breath.
Because I think animated stuff on the forums is annoying. Heck I only have my animated frame on because A I like fire, but B I can see when Valve finally puts in a method to stop animated avatars and that they are off by default.
considering animated artworks on profiles is already a thing that can happen, and that there's already a handful of suggestive animated profile pictures and backgrounds on the steam points shop. i don't see it being the end of the world to use gifs as profile pictures, even without having to sell a kidney just to upload one gif
