With the amount of threads asking for a middle thumb or neutral option over the last decade and Valve still not having the option, you can just assume they don't want a middle thumb or neutral option for people to use.
First we have reviews without ratings ,then I get a filter that can block those. Right now, they're forced to leave up or down even if the game does not deserve it.
My way improves that.
What if a game is good but has bugs? Is that deserving a thumb? No. But you would still like to tell buyers about that to warn them and as a buyer you would still like that information so you can make an informed decision. That's still important information.

Then choose "Don't recommend". What's the issue? You can still include all the information you want in your review.
It does not improve it because Valve have the system they want and developers, publishers can see at a glance how their game is received.
Secondly writing a review is voluntary NOT mandatory and if you CHOOSE to write a review you are agreeing to answer the question asked of you.
"Would YOU recommend this game to other players".
And finally you can add all the details in the box provided including bugs etc.
If it doesn't deserve a thumbs up, then it deserves a thumbs down.
If it doesn't deserve a thumbs down, then it deserves a thumbs up.
If it doesn't deserve either then you haven't played it enough or just want to tell people about you playing it... make a blog or a curator account.
With the "informational" flag.
I mean yyiou're going to bpresenting a yes or no in the review itself any way. Why cludge up the system with obfuscation?
The system is already cludged up. Half the reviews are "i would leave a meh if I could".
Well how about just giving people the option of leaving a nothing review, that way they can still leave the essay they are writing in their head without cluttering up the review area for those who want to filter it out and want genuine up/down opinions.
That option exists. It's called 'not writing a review/recommendation.
There's also posting to a blog or facebook.
Meh = not recommended.
Recommended games are ones you are telling others it is worthy of playing.
