You can then copy, paste the folder back and Steam will discover existing files when you click on install.
Steam will only download if anything has changed.

The issue with Storage Manager is that is not a backup feature. It moves games between drives without uninstalling them.
The file size limitation isnt really that relevant as it just splits the files but it still backs up the entire game so there's no reason to change it really
The guide above gives you a tutorial on it.
The backup simply splits the backup into files that are "x size"
You will follow the guide above and basically point to the directory where you did the backup. inside there will be a 100GB file and a 20GB file. Heck you could have set the backup file size to 640MB if you wanted and have like 100 small files in that directory
It doesnt matter. Steeam will read 2 files or 100 files and restore the backup
You don't have to do anything other than "start the restore" steam does the rest
Which is fine. It doesn't need to be uninstalled.
