They can keep the visual notification and only remove the sound.
I mean the person RECIEVING the message is the one who gets to decide how they get notified. If i want to be stealth messaged i'll set it that way.
It was a bad idea two years ago, and it's still a bad idea now. The receiver should always have the choice on how they are notified of messages. If they forget to check Invisible or DnD, then that is on them, and easily fixed within moments if they get a message.
Agree 100%, i mean if someone calls me on my phone they shouldn't get to decide if I receive the call as silent or not, that's for me to decide.
I just noticed something with the link shared. This update to Discord was only 3 days ago. Discord is the only service I've heard of where they have that function.
It's a very new idea so I'm hard pressed to see how it's Steam playing catch-up. I would like to see usage stats after it's been out for a while though.

Horrible idea. Most people have no desire for their preferences to be subverted by someone else's selection.

It's a way to send a message that overrides whatever the user settings are of the person you are sending it to. The article is about a Discord update that only happened 3 days ago that allows the sending of messages without notifying the recipient past the 'badge' that appears in Discord.
If a user doesn't want to receive a notification, there are settings in the Friend's settings that allow customizing notifications to the point of completely silencing them to having every available notification go off.
The criticism is that it shouldn't be up to the sender to decide if the notification is received or not. It should be in control of the one receiving the message.
