After purchasing and installing the latest Denuvo game on Steam,
There are so many people who play offline after refunding steam

People who buy genuine products like me are disappointed.
I know that Steam knows and tolerates it.
You can play offline after getting a Steam refund.
Of course you shouldn't

If you have something to report about piracy. Most developers got an e-mail / phone number for that kind of stuff. Steam won't do ♥♥♥♥ about that because it's the devs'/publisher job to protect their own product. If their DRM is useless, it's their problem. What Steam offer is limited, they know that.

The OP literally wrote that people are "abusing" the refund policy by testing if a game works offline and if it does they refund, as in free game, except Denuvo after period of time does require re-verification via online.

As for anti-consumer, Epic exclusives.

That does not work for more then a week or so.
While DENUVO protected games do work in Steam Offline mode, after a week or so in offline they WILL 100% require a internet connection to verify ownership again.
Thats the entire point of DENUVO, the regular forced connections to the DRM servers they run.
So at most someone who "abuses" Steam in this form can play their game for a few days before it no longer works.

Only one way to prevent people from playing in offline mode after refunding, that is always online for that games.

If that's what it takes for this kind of abuse to stop. Then I'd argue blaming the industry is a peanut move. There is nothing "anti-consumer" in enforcing your rights.

The best part is they get their purchase and refund rights revoked completely and permanently I actually discovered this today by accident All of your offline play stuff gets logged and the moment that you reconnect that computer to steam online they will know how long you've played it offline after you've refunded it and they will do something about it by locking the account from making any further purchases or receiving any more refunds
