The OP literally wrote that people are "abusing" the refund policy by testing if a game works offline and if it does they refund, as in free game, except Denuvo after period of time does require re-verification via online.
As for anti-consumer, Epic exclusives.
While DENUVO protected games do work in Steam Offline mode, after a week or so in offline they WILL 100% require a internet connection to verify ownership again.
Thats the entire point of DENUVO, the regular forced connections to the DRM servers they run.
So at most someone who "abuses" Steam in this form can play their game for a few days before it no longer works.
So go on. bring their Jenova's and their Sephiroths it won't matter they'll do as the server dictates and stop them every single time
