Contact the IP-holders, they have to decide to put it on Steam. Valve/Steam doesn't contact others to put a game on their store.

The reason why it's not on Steam is likely because it's such an old and unpopular game and it's not worth the effort for publisher to make or even tweak a working version out of it for modern systems especially for a platform such as Steam. Also the game never received any form of modern port or even remaster outside of it's initial release.

Frankly, I can see someone like GoG working on the game and selling it on their own store rather than Valve/Steam.

Valve doesn't try to get permission to sell anything. Publisher bring their games to Steam. Publisher was LucasArts (Now Lucasfilm Games) so you would need to look for a way to contact them (licensing shouldn't be the main issue in this case since Lucasfilm Games manages the Star Wars license for videogames and it seems EA didn't get an exclusive license anymore).
