Which again, # of users doesn't really matter if they aren't spending money on steam which as shown they aren't.
You should really read the article. Yeah its growing, but if you read the article instead of googling the first one you'd have noticed that it says its growing due to the mobile market and cloud gaming, both things that have nothing to do with Steam, and smart phones are expected to account for 80% of all internet connections in the region....

Yeah my data is from late 2017, your data is from early 2018, not a lot of difference.....
Revenue is what businesses seek.
And even counting users... they're pretty small and you know this since you refer to their place in these lists rather than the actual percentage they count for.

No, it does not run games from apple or IOS, it's a portable PC which is not the same thing as a mobile phone.
Yep, Japan for instance with less users spends far more on steam. Hence why it's a much bigger market

Does the Deck run a mobile OS such as Android or iOS?
Does the Deck use a specified app store to download games that are only made for it's OS specifically?
Is the Deck locked to a proprietary software and, by extension, app store service?
If the Deck is a 'mobile device' than so is my laptop.
As already shown in the link OP Latin America is one of Steam's smallest markets in the world, and when you add in the buying power the average person has it's pretty bleak. Brazil is one of the worst markets with an average monthly wage of under $400 a month, and unlike software you can't discount the hardware as much to make up for their lower wages...
Not only yours, but every laptop is a mobile device, yes. I mean, that's why they were invented, right? So people could carry their computers around with them.

I'm not sure what you mean, a mobile device is any device that is made to carry around with you. Anyone reasonable is able to comprehend that.
