In China, don't sell any games that locks the Chinese IP
H1Z1, NBA2K16, Dirty Bomb DLCs and so on.

IP in China is unplayable. Why sell them in China without any warning?

During the purchase there should be a text in orange which warns you if the copy is playable in your country. Maybe you missed it?

I have tried again after reading your comment. There isn't a warning. If steam don't offer the game in my country, I can't find it in the shop, it's hidden and can't be searched and IP in China can't enter the game's shop webpage.

Some games like NBA2K16, as commented, can be played in China while releasing, but the developer locked the IP in China long after that releasing time.

Some games can be played in Taiwan, Hongkong and Macao but can't be played in the mainland of China. But Steam sell them to the players in mainland, too, because the three special administrative regions are part of China.
Well you can always refund if you can't play it.
No harm done. But inconvinient nonetheless.

I just make a suggestion. I don't buy NBA2K16 but I have read too many negative comments in Chinese that complain about the IP problem. They have to use VPN to play.

I know it. I just make a suggestion because too many negative comments complain about it. They can play NBA2K16 when releasing but long after that they can't play. Till then they can't refund anymore because they have played too many hours. So what can they do now?

If developers lock (or will lock) the IP, don't sell it. Once developers sell it, don't lock the IP.

买了,可以看我的库。刚买时当初发现本地IP没法玩,经常用VPN玩的话IP不稳定,H1Z1二次登陆的账号因为换IP经常被封,虽然steam有了游戏,二次登陆的账号可以无限注册,但是每注册一个新的账号要注册一个新邮箱。没玩两个小时就放弃不玩了。

No problem. (S)He further went on what might be the culprit. These games are playable in Hong Kong and Taiwan. Officially, both regions are recognized as autonomous Chinese territories, so they're part of China, yet several rules and restrictions do not apply.


(NOT GOING INTO POLITICS HERE, JUST EXPLAINING)


Because of that, the assumption was made that maybe the Taiwanese/Hong Kongese/Chinese storepages are linked in some way or that these three regions use the same store. So another suggestion that OP made was that if it is impossible to block games from the Chinese storepages, post a warning on the pages in question explaining that these games will not work in mainland China.

我已无法退订了。当初买的时候是在Steam出台“2周内游戏不足2小时无条件退款”之前,等到这个退款政策出台时,我买H1Z1已经快两个月了。我没记错的话,这个退款政策是去年五、六月份的时候才出台的,而H1Z1比这个政策出来早多了。

现在比较人性化,可以2周内游戏不足2小时无条件退款
NBA玩家也是差不多的情况,游戏刚出来的时候是不锁IP的,玩几个月之后发现锁了,玩了那么久已经无法退款,只能翻墙玩
