No, you don't understand them. It's "pre-match", it's a warm up, it's like stretching before taking exercise. As long as you are on the start line at the start of the race it's up to you if you take part in the warming up or not.

If you can be AFK during warm-up without a penalty, it will affect the game due to people still being AFK when the game starts, rush back to their keyboards, and jumping in to play. It's there to ensure everyone is behind the PC and ready to play, and it's not going to be removed.
