The cd key I got is directly from the publisher's staff. Do you think they will set the key restricted to a region that they don't belongs to?
Back to the topic, why would steam doing that? As retail product has nothing to do with their steam store and even their support article says "Region restrictions on CD Keys vary by each individual publisher. There is no standard or universal restriction placed on retail games." (which is not true)
Retail Cd-keys are restricted by the publisher not steam.
Staem has more or less gotten rid of 4-packs anyway so the point is moot
"Gifts purchased in certain regions can be redeemed only in those regions. When you purchase a gift you will be notified at checkout of any restrictions that will be placed on the gift"
when you redeem the key, that means you purchased the game in that country
why does this rule exist? cause valve doesn't want people to abuse the price difference between countries.
Steam doesnt set what cd-keys can or cannot do. only the publisher does that. You'd better give actual concrete examples since what you cliam is counter to how RETAIL keys work. I've also never heard of 'retail' 4-packs of anything
You can't register a cd-key then gift it
I note a distinct lack of actual concrtete examples of this despite asking for it months ago
