How would you "transfer funds between accounts quickly"?
You buy an item from the market, Valve gets their cut from the transfers, why would it matter where the item goes?
The chargeback thing I don't understand, I'm not very familiar with this term.
As for the hacking of an account. Again... How?

All in all... If it's allowed for games, and Valve gets their cut for each transfer, I don't see why it would be a problem.
For people who have their accounts registered, verified and are in good standing (no VAC or trading bans) there should be options to ease trading.
I'm not a trader by any means, and I don't do anything for profit. It's just annoying that I have to wait 7 days before I can gift a 50 cent courier to my girlfriend.
Games aren't profitable, they go on sale often, they have a 30 day wait before being tradeable, and once activated they are stuck to the account forever. Market items are none of these.
Besides if someone is trying to obtain games illegally, there are far simpler and less risky ways to do so other than waiting until you're able to hijack an account with enough wallet money available.
I'll try to explain it a bit better.
1. You have an alt account. You want to stop using this account you're posting from. So you buy an item, or multiple items, from the market, gift them to your alt, and immediately sell them back. Not to mention, this would open a whole new branch on the trading for real money issue that is the main cause of scams nowadays.
2. People are allowed to ask for their money back up until x days after making a purchase. With no time restrictions, they would be able to buy things from the market, transfer them away, using the same method I used as an example in #1, then request the chargeback. While this would lock the account they requested the chargeback from, the money spent would be intact, and the items they purchased would not be returned to the original owners as there is no way to track each individual item.
3. If someone, for some reason, logged into your account without your consent, they would be able to instantly wipe it of any wallet funds it has, as well as any tradeable items, by putting them in the market, purchasing them with a different account, then sending them as gifts to a third account.
4. It's not "allowed" for games and, as I explained in my previous post, games are not targets of scams and hijackers because their value is low in comparison.
5. This would create a massive backlash with people claiming a mistake they made 10 years ago is not reason enough to restrict market use. That, and the market is a whole separate thing from the rest of the store.
6. You may not be a trader or do things for profit, but a lot of people do. To you it's a 50 cent item, but to someone else it's a quick $50 profit. When Valve decides to change this or that within their store, they have to account for all possible scenarios, not just good, honest people like you or me.
But I guess it would be nice to at least have an option that says
"I want the trade restriction off of my account, yes I take full responsibility if I get hacked and lose all my items, and forfeit the right to cry to Valve".
Of course, this options should be available to long-time accounts with good standing in the community, so it doesn't get abused by people just making new accounts and abusing the methods you described.
It is also quite easy for someone who is interested to get hold of an account that was created 10+ years ago, with no history of bans, and no history of anything really. It could be suspicious sure, but no one would have a way to know for sure, and they wouldn't be restricted based on a hunch. And before you ask, yes, people actually do that. They will buy decade old accounts for the sole purpose of looking legit to potential scam victims.
As much as I don't think yours is a bad suggestion, each and every new restriction Valve has added was because it got to a point they couldn't trust the community to watch for their own stuff anymore. And I feel like there is simply no way they would take a step back from that.

That is incorrect. I don't know where you got that info from.

I can freely move items from this account to an alt.
Edit. Ok it is possible but it got a bit weird. Basically even signed into that account, if I trade from it it goes to the browser and whatever one was last logged in on that. And vice versa. Tried from this account to trade to a friend and it jumped to the other account on browser for the trade. So I need to sign in on browser with whatever one I want to trade with. Just odd.
