It can be bypassed if you go steamrep and input steamid you always know where to find the player, if i change my name i would wanna go out of existance for anyone but my friends.
Paste profile URL and it'll find steamID, steamID3 and steamID64
Those never change so you can always find a person, no matter if they change name or custom url

These systems are here so a scammer cannot completely disappear after scamming.
You can't stop someone from stalking you unless you private your profile completely, but if they do anything that breaks the Steam terms of service, you can report their profiles (just make sure to provide as much details as possible).
