That is not actually what it means, no.
The thing is though, company's won't be loosing out as the game is family shared anyway, so even if they are playing as well, it will make no difference to any revenue.
The only difference is 1 license is playing at 1 time right now.
Having this ability on the PC is far more prone to abuse as a lot of games do not even require Steam to run the game.
And I said in that thread you linked why Family Sharing allows only one person playing at one time, and how to eliminate that

And devs could opt out if they don't like that feature.
and chances are you would end up with a majority of games opted out of it and ppl complaining about that.
That is exactly the reason it WON'T be done. I mean why would anyone design a service that easily lets people pay 1/5 of whatever price they try to sell a game for?
