Raspberry Pi
Hi there, i just have a dunno, if valve decided to make a client native for ARM processors.
Its posible to use some games with there, like Indie Games, and anothers like

World Of Goo
Half-Life in Low Compatibility Mode if need it

But i don't know the limitations for example with the Raspberry Pi 3
But i think is possible to make an client for this device and use just some games.

But this Device can be a MicroSteam Machine ? xD
or if posible Make a SteamOS + RetroPie . to have native GNU/Linux Games, Emulators, and Ports.

Not really; PC Games will not work on ARM CPUs.
That requires an ARM OS and Apps that work with ARM.
Raspberry Pi would never be powerful enough to run such apps well anyways.

If PC Gaming is too expensive for you, stick to PS4/XboxOne

i am not from some country . just a console of that on my country value the equivalent to 5200 $ USD .

The economy on my country is very damaged, and the natural persons, can't use more 150 $ USD per year, which are assigned by the government, only if you are in favor of its policies

Only if you have the lucky to gain again the 150$ by government, this money not is combinable, the government of my country considers an illegal practice

Because the ecomy of my country, i have the same pc from 2008. because one more new for example 2012. is too more expansive too , like the equivalent 4800 $ USD

All on my country is very expansive, including the food.
I have 3 jobs, just to pay my food of one month.

Because of that, i need a very cheap device, inside the limits of the USD can i have by the government of my country.

most games if not all on steam wont run on the pi but i think its possible to emulate older games on the pi i remember someone making a mini arcade machine using a pi

I dont know why the Steam Games (really Abandonware Game + DOSBox Emulator) don't have native for GNU/Linux like :

Realms Of The Hauting
Shadow Warrior Classic (1997)

Its very simple configure the native version of emulator. for that and use the native version of emulator. insted of use "PlayOnLinux + Wine + Steam For Windows + Dosbox For Windows + MSDos Games"
