Like Yuuta above said, you get 5 slots per level. Base is 250. Linking Facebook adds another 50.
No one has 250 friends that they actually talk to.
Pretty much this.
E-peen mostly. You look popular if you have 5000 friends and the facebook kids will love you.
I bet it was practically "Hi" and nothing else, because there's no way one user could have time for all of them.
Those kinds of people would get a "Bye" and removal from me.
One day, I will understand why people want to treat Steam as anything other than a gaming platform and/or a convenient way to store your PC games.
But not today.
Despite not owning CS:GO on my account, I've received requests to play CS:GO, for example.
Honestly I have too many people on my friends list and I've been meaning to clean up my friends list for a while now.
I often add people because they post nice screenshots.
Some people just look interesting so I want to add them.
Some people add good players after match in games like Dota or CSGO, so they can later invite them to the game. They often need many players, because some can be offline, some be in other game, some can be already in game etc.
Other people add users with similar interests (anime fans add other anime fans etc.)
Screenshots and artworks makers add other people because they want more people look at their work.
And if you think people can´t talk with 250 friends, nobody says they need to talk everyday.
From my 140 friends, I ever talked to maybe 15, but I still have a good reason for keeping every my friend.
Valve prefers a system of quality over quantity. Friends are not pokemon or high scores.. YOu want to have 2K friends. go jump on Origin.
What is on Origin doesn't necessarily mean what has to be on Steam. Of course, you're free to have your own opinion.
For nice screenshots, I just check here:
