2FA code is used for logging in.
Recovery code is to remove 2FA incase you happen to delete the app, wipe the app, app corrupted, or lost device.
Now other points, see no issue about getting sms text for 2FA as well. But getting multiple 2FA same time is not ideal also don't think any service does this either, as you have to pick one, even if have option to choose still have to pick one. Now could still use email 2FA while have account link to Steam mobile app, just that all code be sent to email.
No it's added protection for users. The problem is muppets assuming it makes their accounts immune to compromise when it doesn't. It's just a added and more complex key. If users go around sharing it with strangers it'll do nothing BUT if used as intended users accounts are considerably more secure.
Consider it like installing an immobiliser on a vehicle. Keys to get in but need a component to also disable the immobiliser. If you give a stranger the keys that have a feature to disable the immobiliser then they can steal you car making the added immobiliser useless. Now if you keep your keys secure and someone breaks the lock to gain entry they can not steal the car because they can't start it.
