Steam have nothing against anime in general but there is criterias for banning a game and sometime like for Noah head the limit can be grey but for other banned games it was for real good reasons.
Valve asked for changes, the developers refused and appealed, Valve agreed and accepted it.
When Valve bans something you’ll know - it usually doesn’t reappear.
It wasn't an appeal then accepted, Valve came out and said that it was a mistake to have it stopped to begin with.
(I know there’s this idea that fan outcry was the only force that moved the mountain which is Valve but it’s more than likely the parties also had a very long chat. The idea is great for PR spin though.)
Outcry has gotten games reinstated before.
If you know, you know. And no, it will not be coming to steam... Or anywhere, ever again.
Don't try putting fans of that filth in the same basket as your garden variety "anime fan." I guarantee it will not go well for you
