Certainly, dear Mr. Beard. In order to benefit both Steam and their customers, I believe the following system should be adopted:
Spend $50 = get a $5 game of your choice for free (Valve pays the dev/pub)
$100 = get a $10 game
$200 = get a $20 game
And so on. Naturally, there should be a reset at some point, maybe at $500.
And the other people already gave reasons why Steam should give stuff away. So here we are.
Why did PayPal give me free money?
There could be multiple reasons. As an incentive to use their service is the most likely one. As a way of saying "thank you" for years of using the service is another big reason why companies give stuff away.
Steam tried to double charge me once. And I'm not even dead yet.

If not then Paypal is still one of the most backwards sites that exists. (You know, excluding Reddit, 4chan or anything of those other off-brand sites)
Dear Lustrous Spirit,
Thank you for the valuable contribution to this discussion. I must inform you that this doesn't answer my question, though.
What I find interesting about this is that just like Steam, PayPal already has many users around the world. So that old argument used by the naysayers is invalid:
"Steam is at the top of the world they don't need to encourage more people to use their service by giving free stuff."
So in order to make Steam look good, you have to compare it to paypal? Geez, not a good look.
And 4chan has better moderation than the Steam forums, as their rules are enforced evenly. Maybe Steam should hire some 4chan mods.
You took my dumb joke seriously when it is suppose to be sort of a mock on people looking for handouts. Valve does not need to hand out freebies though I would certainly welcome it but I won't complain if they never do.
No, I did not. In case you didn't notice, my reply was a joke too =D
You know the fact that literally I am replying to this just to say that ya, 4Chan has good moderation, the hands off approach of non-existing rulesets or even set standards is so good that anonymous dont need to watch over it anymore.
Anyways back on topic here so we can get away from the joke of 4Chan being a good website in any form...
In fairness Steam is a disturbition platform, they dont really do much here when you think about it, in a rather strange way when I though it over, the fact that all the store pages and those games are ran by other companies and and they got so few games there's not much Steam have to do here, if anything their top of video game disturbition but even then for me to say that is like comparing them to walmart, walmart sells goods from other companies but somehow that does not feel like a good example but I think thats due to GOG literally being the only other existing place in 3rd party form that mostly sells games they didnt make...idk man.
People sure love the kind of coupons you usually get in Steam...
I like free stuff... But I also know beggars can't be choosers. This whole thread is all about the latter.
