Except it's motivating a rather costly purchase behaviour since the revenue Valve gets from what is purchases. Is gonna be greater than what's being paid out.
buy 10 $1 games . Calve gets a whopping $3. Use that 10% but the lates AAA $80 ultra edition. That 10% winds up as $8, so valve basically lost $5. If fact if that coupon is used for any game above $30 is going to be a loss for Valve.
Then remember that games can sell for as low as 50.
Epic has to bribe customers into using their store, and its resulted in them losing over a billion dollars and being unable to ever generate a profit....
You don't copy a loss leader....
Valve games go on sale all the time, if a game isn't participating in sales thats the DEVELOPER who sets the price, and they are able to exclude their games from sales and coupon's if they wish.
Companies aren't in the practice of giving away money for no reason.
Keep in mind if yopu want a 10% coupon. You could just craft a badge for the game you want the coupon for. The cardsets can usually be gotyten for at most $1 which would be cheaper than buying 10 games and you'd have your coupon .
If the game participates in it. AFAIK not all of them do it and again it won't work during the sale when games are pretty much always cheaper anyways
Developers of these so called "trash games" have enough encouragement already, since Steam has no quality control at all, and tons of people buy them just for cards, achievements and stuff like that.
The 1 dollar games issue has been addressed already.
And no Valve doesn't need to do this for their customers, they already have far better sales than epic and Valve doesn't have to bribe game makers to sell on their store.

The only exception would be games whoose base price is already at the minimum price threshiold, and of course free games.
