And also Valve isn't returning the items when the items were stolen or hacked, etc. so that also is not the point of tradelock
The tradelock is there because if someone gets a hold of a persons account he can't instantly trade away all of the items.
The real owner of the account now has 7 days to contact Steam support to get it back.
It's there to minimize the risk of items being traded away.
