And it's not that Valve allows them, it's more that you can't possibly expect them to monitor everything.

Every time someone talks about the nazis in some game, mods/steam admins get a message about it.
Every time someone mentions the aryan idiots, mods/steam admins get a message about it.
Every time someone talks about the country niger, mods/steam admins get a message about it. (the one you want has 2 Gs in it.)
Now times that by 150 million active accounts. Even with 10,000 active paid moderators they would not be able to keep up with all the messages that the monitor is sending to them.
Thats just with 3 words. There are lots of "code" words that some of those idiots used, there are slang versions that are close to other words and so on. There is just too much for them to keep up with. Think of all the languages out there.
A monitor is pointless, its easy to get around.
If you see racist crap, copy the url, goto the persons profile, and reporting them providing a link to where they said the racist crap. Then, and heres the hard part, ignore them, because you have done all you can do.

It's really easy to spot & prevent
There is no "trolling". Report the profiles, move on. If nothing happens immediately or at all for that matter, then there is nothing else that can be done.

I report these idiots all the time. There are more idiots than I have time of day. When I see them, I report them and move on. Thats all you and I can do.

As stated by others: those things are in fact pointedly and directly against Steam's forum conduct and WILL result in their name, avatar, or profile getting wiped.

OP: report and block if you have to. But the sheer volume of users and valve's unwavering insistence that they not pick up paid moderation staff mean that the volunteer mods MUST rely on reports to do anything.
Automation might help for a time, but even then it often causes (as again stated above) more problems than it's worth.
The system in place right now DOES work. Having reported numerous of those types of profiles and seen the results, I know it does. That does not make those people less likely to try again with yet another type of racist slur in their name or profile. The same people usually have a long list of "banned names replaced by numbers" in their name history.
I do wish that there would be a three-strikes type rule, but that's also quite easy to abuse given the volume of people here that would gang up on someone with a grudge or that they wanted to harass.

therwise you shouldn't take the word Nazi, or ♥♥♥♥♥♥ in a screen name any more seriously than you would take 'Buttplugger', 'Killer', or 'YourMom' .
