Mostly, because it would annoy most users and if there was an option to disable hearing someones profile music, most people would leave it enabled.
Also a huge issue would be copyright, so you would probably only be able to play songs from steam soundtracks that you own (and not all games that you own come with free soundtracks, some you have to buy as a separate dlc just to play in steam overlay)
Yup Myspace died for a reason.

It would be better to have profile customization to an extent rather than allow music on the profile to liven things up.
First not a new idea, made many times and still hated to many to this day. You could have used the search feature before posting up this idea to see all the problems with it.
Second, are you going to pay the thousands of dollars a month that will be required PER SONG to play it on your Steam profile for people to listen to?
And no just because you bought the song on steam doesn't mean you get to broadcast it to potentially millions of people for free. You bought a PERSONAL USE license. Meaning you cal listen to it and thats it.
You need to buy a broadcast license, which as I have mentioned costs thousands of dollars a month.
The RIAA would love to sue YOU AND VALVE for millions of dollars for broadcasting music they own.
Third, if Valve ever did something like this it would HAVE to have an on/off switch and it would have to be off by default. I do not want to go to someones profile and get blasted with what they think is music. I also don't want their music trying to play over music I have running on my own system, which is most of the time when I am not watching a show/movie/youtube.
