Steam wont ban hardware. What your asking for is Steam to punish a microscopic group of hackers and trolls on TF2 and CSGO by using extreme means that will retroactivity punish hundreds of other games and parties using Steam.
LMAO-Box has not been used in years, most bots these days are self designed scripts made at the user level, like the Cat bots from 2 years ago? That was done by one guy writing a freaking note doc and then shared it on youtube, the music spamming ones? They worked on a self-made API that functioned like Discords music bots.
What your asking Valve to do is ban anything that uses scripts, which mind you is literally every video game on steam. I get how bad the cheating on those two games are, heck I've seen both of their subgame forums and the VAC ban area but their not going to do hardware ban on the claim it would change anything. The irony here is that both games work off Valves own Source Engine and have stated enough times to just report the hackers and move on. Is it perfect? Far from it, does it work? Yes.

The idea that you take it so personal where you feel the education level is so high because of simply saying IT. Because you think you can change your ID's within in windows so easy. You might be computer savy but not all will be able to just so easily change ID's or go through the process of have a actual punishment for being a ♥♥♥♥ bag. Whats so wrong with having the community actually clean up this ♥♥♥♥.
Hardware and IP bans can be bypassed in seconds.
Also how do you deal with PC hardware thats been banned that is then sold unknowingly to some person out there?

You don't because you just don't do them in the first place because hardware bans and IP bans are dumb.
Oh man another "I work in IT so I know how everything works and everyone else is wrong" kind of person....
I've been doing IT more then likely since before you were born and I learned decades ago hardware bans on computers that your company didn't lock down before giving to the person are pointless and even hardware bans on those locked down system can be skirted around but they chance being fired if they do.
You might also think banning porn on phones over the company servers is easy but I have no doubt there are people who have gotten around your companies porn ban.
You can lock down company phones that you give employees so much easier than you can some random persons computer 1000 miles away that you have zero control over.
PC computers != Cell Phone
Apex Legends, Activision/Blizzard, Valorant (just to name a few) have hardware bans... there are still TONS of cheaters in the games.... do you know why? Because hardware bans don't work and can be bypassed, they might "scare" the noob cheater, but hardcore cheaters don't care about them.

HWID is easily bypassed, just like IP ones. This is why accounts receive bans. Why does everyone that thinks Valve magically can stop anything & everything because "billion dollar company". IT people should know this already.
Notice even you recognize punishment, not at-the-exact-moment punishment. Almost all anticheats have a delay before the ban, when detecting something.
