Steam sells games world wide, so what your suggesting could actually hurt over all sales.. alot of countries require seperate classification if the store sells 18+ media, and in many of those cases haveing any 18+ content on the shelf means people below that age can not use the shop/service whatsoever..

OK, how do you propose I explain WTF is that going on the screen to my X-year old kids, who barely can read but can click on anything? To introduce such - Steam must have not "I will show you xxx,drugs&rock'n'roll, Continue?" button but "Enter your personal 24-character password to proceed" instead.
